Create the authenticated tenant's Hosted Starter checkout

Creates a Stripe Checkout subscription session for the authenticated Community SaaS tenant. The tenant is taken only from validated Basic credentials; no tenant identifier is accepted in the body. Available only when the paid-hosted launch gate and billing configuration are ready. Repeated requests are idempotent within the checkout generation.
