Patch Voice Agent Bluejay Agent Id

Set the Bluejay Agent ID for production observability.

The FDE reads evaluation results from this Bluejay Agent, and the post-call pipeline submits transcripts to it via POST /v1/evaluate. Pass null in the body to disconnect observability.
