Delete Voice Agent Group

Delete a voice agent group and the member agents it owns.

The cockpit's "delete agent" action is a group delete, so this must also delete the group's member agents. Detaching them (the old behaviour) left orphaned voice_agents rows that vanished from the cockpit but kept showing up in the classic agent editor.
