List HubSpot owners (users) for owner/agent selection.

Returns a status envelope so the UI can distinguish an empty result from an actionable connection problem — not connected, a stale token needing a reconnect, or a missing crm.objects.owners.read scope — and prompt the user accordingly instead of silently showing an empty dropdown.
