List Available Phone Numbers

List the caller tenant's available (owned but unassigned) phone numbers.

A number is available to a tenant once a super admin has provisioned it into that tenant's pool (import stamps tenant_id). Numbers owned by other tenants are never returned — this endpoint is tenant-scoped, not a global trunk dump. Trunk name is resolved from LiveKit best-effort for display.
