Get Available Providers
Get list of available voice platform providers.
Returns providers that are fully configured and can be used. LiveKit is available when LIVEKIT_URL, LIVEKIT_API_KEY, and LIVEKIT_API_SECRET are configured.
Used by frontend to populate provider selector dropdowns.
