Delete User Widget Template

Soft-delete a Custom template definition (PR12).

Distinct from removing a placed widget instance: this tombstones the library definition (hides it, preserves provenance) but never touches widgets already placed from it. Author-only unless the caller holds MANAGE_DASHBOARDS.
