List recent booking modifications

Lists BookingModification rows for the connected restaurant. Defaults to the last 7 days, modifications by STAFF / ADMIN / MCP actors only (skips guest self-service moves). Use ?actor_prefix=* to include guest-driven changes for a forensic audit. Read scope: bookings:read.
