Get a topic's raw ODCS data contract

Returns the authoritative ODCS v3.2 data contract for one topic so agents and clients can consume the machine-readable schema without cloning the repo. ?format=yaml (default) returns the contract document verbatim; ?format=json returns it parsed as JSON.
