List Collections Endpoint

Projection of stac.collections.list (org-scope authz enforced in the op).

This is the route the landing page's rel=data link points at, and the one pystac-client's get_collections() walks. The op scopes collections to the caller's org via its non-deleted projects and 403s an org-less principal.
