Dlq Replay

Replay up to N unresolved tracking_failures rows.

Dispatch by storage_type:

cog/tiles/preview → update_storage_and_peak
tile_request → increment_tile_requests_batch Resolved rows are marked + dropped. Attempts beyond 10 are skipped by the claim RPC (poison pill protection).

Scheduled — accepts cron token OR service-role bearer.
