Lane thresholds, copy, terminology and units, in the caller's vocabulary. The app treats its compiled-in copy purely as an offline fallback.

Passing item_value adds cost_note and below_threshold per lane, which is what turns "1% to 2% of value" into "$105 to $210 a year for this ring". Omitting it returns exactly what clients before 2.0.45 receive.
