Activation funnel metrics for internal monitoring.

Cross-org funnel steps reflect counts across all organizations in the deployment. Per-org stats (retrievals, latency, time-to-value) are scoped to the authenticated user's organization. Gated by JWT auth only — no additional plan entitlement required.
