Ops

Reports one AWS Marketplace usage record by hand, billing the buyer for the quantity given. Here rather than on a schedule because the allowance a buyer contracted is not read from their entitlement yet, so nothing can work out an overage on its own. It also gives AWS the successful metering call it requires before a pay-as-you-go listing may be made public. Reporting is additive — AWS sums the records it receives across a billing period rather than taking the most recent one as the truth — so calling this twice with the same quantity bills the buyer twice.
