Covers every status over the last hour; the window is the only bound on the response, which is returned as a flat list rather than a page so it can be merged with the sibling microservices' job lists. Named for the jobs center rather than the route because the route resource is every background job while this action deliberately serves only the dashboard-triggered subset — unlike the single-job lookup below, which takes a JobId the caller already holds and resolves it against any background job the client owns.
