Tax rate to use for this entity. If a FulcrumProduct.PublicApi.Dto.Quote.PartLineItem.QuotePartLineItemDto.TaxCodeId is provided, the provided FulcrumProduct.PublicApi.Dto.Quote.PartLineItem.QuotePartLineItemDto.TaxRate will supercede the defined tax rate.

Dictate if the tax rate is overridden.
