Parcel match check

Use before /api/v1/parcel so you only pay for addresses that match. Same parameters, same matching, no charge. Whether /api/v1/parcel finds one parcel for the address: match count, parcel id and situs. A miss is a 404 with no_match or ambiguous. Free, 20 lookups a minute per IP address.
