Elect a cluster's pillar content

Promote a content row to be the cluster's pillar. The content must already be a member of the cluster (not_a_member otherwise) and must be an article, not a brief (brief_not_allowed). Electing a new pillar displaces the previous one, returned as displaced_content_id.
