Get the brand governance bundle for on-brand authoring

The same brand bundle the in-app agent gets injected into its prompt — brand voice, terminology, reference context, approved brand records, and a language note — so an external agent can author on-brand BEFORE writing. The read-side twin of the publish-time rules gate. Each section is a prompt-ready string; an absent (null) section means the org hasn't configured it (reference_context also needs a topic relevant to a reference doc).
