Get All Job Sections

Aggregate of every targetable section across every section-model job.

Powers the style builder's applies_to picker (Slice 3): a user-defined optional style field can target any non-locked section identified by its fully-qualified <job>.<section_id>. Locked sections are excluded — users cannot append content into a locked section by design.
