Send Welcome
Enqueue the welcome email now that the user has a confirmed session.
Called by the frontend auth routes at the confirmation moment. The JWT proves a real session — which for email-password signups can only exist post-confirm — so reaching here means the user is verified. Short-circuits if the welcome has already gone out, so OAuth users hitting this on every login don't pile up no-op jobs.
