Accept an affiliate-program application from the public /affiliates page.

Unauthenticated by design — applicants are not Framesail users (same posture as /affiliate/login; the limiter keys anonymous callers by IP). The application lands in mkt_leads with source='affiliate_application', shaped so the existing /admin/marketing/leads/{id}/promote flow carries it straight into the affiliate CRM: contact=email, url=YouTube channel, type=youtube_creator. The response never reveals whether the email is already known or whether the honeypot tripped.
