Refresh the project thumbnail

Queue a poster frame of the head: a single-frame preview (not billed) at the first moment the contact-sheet planner picks after zero. When it completes, the project's thumbnail_url and thumbnail_version update; the thumbnail is stale while thumbnail_version is below version. A call while one is in flight for the same version returns that job instead of queueing another. Saving a template and publishing one ask for a thumbnail on their own.
