Create a table in a section

Creates a table numbered from the smallest free number of the section's band, or with a prefix (Latin letters, upper-cased) from the smallest number free within the section and prefix, with its QR code and a spot on the section's floor plan. Refused with CONFLICT as sectionFull when the band has no free number, as planFull when no placement is given and the plan has no free cell, and as numberTaken when a concurrent write took the number.
