Configure matter permissions

Configure matter permissions in one operation. aclOverride=true disables matter-specific ACL (firm default/open access). aclOverride=false enables matter-specific ACL. If aclOverride is omitted, accessEntries implies matter-specific ACL.

put/api/v1/matters/{id}/permissions
