Delete a chart

Deletes a chart that sits on no dashboard. A chart still on one is refused with 409 chart_in_use, naming those dashboards in details.dashboards — remove it from them first (DELETE /api/v3/dashboards/{dashboardId}/widgets/{widgetId}); there is no force option. The check and the delete are one transaction, so a widget added at the same moment is never removed with the chart. Needs write access to the chart's workspace and, while its Feedback Dataset is assigned to that workspace and not archived, to the dataset; a chart whose dataset was unassigned or archived can still be deleted.
