Remove an event sink

Removes a named event sink from the cluster. Requires ledger:WriteOps scope. A non-empty controllerId must match the sink's controllerId; a mismatch returns SINK_CONTROLLER_MISMATCH (409). An omitted or empty controllerId removes the sink without an ownership precondition. A missing sink returns SINK_NOT_FOUND (404). Malformed query encoding or repeated controllerId parameters return INVALID_REQUEST (400) before Apply, instead of becoming unconditional removal.
