Validate own-account (BYO) trading credentials

Report readiness for caller-supplied own-account credentials, never stored.

Lets the UI confirm a connected Kalshi/Polymarket account (e.g. the RSA key parses) before placing an order. Credentials are used transiently and never echoed back — only boolean readiness is returned.
