Routine progress (completed_habit_ids etc.) for a given local date (YYYY-MM-DD; defaults to today). Same top-level shape as current-activity-props' today_routine_progress, but when a date is supplied it is a HISTORICAL view: no in-progress status, and COMPLETED routines keep their completed_habit_ids. For live today status use current-activity-props; pass a date here only for past-day lookups.
