Update Slack Webhook

Update a Slack webhook's label or URL.

Request body (all fields optional; at least one required): {"label": "#new-channel", "webhook_url": "https://hooks.slack.com/…"}

Rotating the URL resets last_tested_at / last_test_status / last_test_error because the previous test result is no longer meaningful.
