Flux State

The mascot's derived state (PRD §6.1.3) plus the caller's desk unread_count — first paint and poll fallback for the mascot and the desk; live changes arrive over /api/flux/events. can_publish gates the draft cards' Approve; needs_count (open threads + approval requests waiting on the caller) is the nav badge.
