Admin Delete User

Permanently delete a user so the email can sign up from scratch.

Everything the user owns (connections, projects, conversations, tokens) cascades. Authorship rows on shared data that can't be orphaned (roles, tracking-plan history and comments) are reassigned to the acting admin.
