Publish a workflow

Snapshots the current graph into the workflow's revision history, bumps the patch version and sets it ACTIVE. Rejected unless the graph has at least one node and both a START and an END node.

Resource identifier. Where a resource also has a public identifier — widgetId, callWidgetId, or a carrier call sid — either form is accepted.
