Redial a call that did not reach its target

Only a failed dial, a voicemail, or a call-screening outcome qualifies, and the call must have originated from a campaign contact to redial. Anything else returns 422 with the reason in error.code (not_eligible, not_campaign_originated, contact_not_found).
