Get billing status

Plan, subscription status, whether a payment method exists, and the usage snapshot. There is no write counterpart.

usageCredits is the prepaid credit balance: one credit is one AI voice minute, and other usage burns fractions, so it can carry two decimals. minutesCredits is the same balance rounded down, kept for older clients.
