Reads only. Name exactly one target: view_id; tag with post_id; saved_search_id with post_id; or application_ids. params: reason_bucket (and optional details) for reject, stage (interview) for move, tag for add_tag and remove_tag; none for shortlist (Pool to the Shortlist, priced per person), restore and rescore. At most 1,000 people.
