Remove a vehicle

Two-step destructive action. The first request verifies ownership and returns 409 confirmation_required with a five-minute token. Retry with that token in X-Fleetkeep-Confirmation. The token is bound to the user, access token, action, vehicle and current vehicle version; any vehicle update invalidates it.
