Creates a new Repair Order Notification Policy on a Payment Profile belonging to your account.

In the Fleetio UI, this top-level configuration may be labeled as a "subscription". In this API, the top-level resource is a Repair Order Notification Policy.

Sets the full set of Groups on the new policy. Provide the complete set of desired Group ids. Use an empty array only when creating an all-vehicles policy. If all_vehicles is false, the policy must still have at least one Group.
