Promote a checkpoint to a model. The checkpoint is identified by account + snapshot ID; the trainer job ID is passed in the request body to resolve the GCS bucket.

Optional request-level opt-in for long-running checkpoint promotion. When false or unset, the server preserves the legacy synchronous response shape and returns model. When true, the server may return operation; callers must poll GetOperation until completion and read the promoted model from the operation response.
