Delete Payment Plan

Soft-delete a payment plan using payment plan reference id (payment_plan_*).

When a payment plan is deleted, it is marked as deleted (is_deleted: true) and deactivated (is_active: false); however, the data remains in the database for audit and compliance purposes. This ensures that all transactional activities can still be accessed if required.
