Get current usage against plan limits

Returns the current calendar month (UTC), API requests used this month, the monthly request limit (null = unlimited) and per-minute rate limit, storage used vs. the plan limit in bytes, and active albums vs. the plan album limit (null = unlimited). api.requests_used is the sum over all of the account's API keys; the monthly quota itself is enforced per key. Active albums excludes deleted and expired albums.
