Ask the app's own planner to PROPOSE a reshuffle of one plan day (or the whole trip, if no date is given). Returns a validated change-set with per-op reasons and an impact block, or an honest refusal — it writes nothing; apply the ops in the app. This is one of only two MCP tools that spends the app owner's AI budget rather than yours, so it needs the ai:replan scope, it counts against your daily AI cap, and it is rate-limited far more tightly than the deterministic tools. Every proposal is re-checked by the deterministic engine; anything that fails is dropped, never shown.
