Create tax table with rates and values

Creates a tax table (use taxTable without taxRates; any taxRates on the table body is ignored), nested tax rates (taxTableId set server-side), updates embedded taxRates on the table from rates (optional per-rate compounding), then tax rate values (taxRateId set server-side). companyId comes from the API key.

Response

Creates a tax table, tax rates with taxTableId set, updates embedded taxRates on the table, then tax rate values. Scoped to the API key company.
