Release held responses
Accept submissions the form's trust policy withheld. Released responses count as accepted and are delivered to every destination — email, webhooks, and connected integrations — which makes this outward-facing (Tier B). Send responseIds or all: true, not both. Ids from another form match nothing. Scope: responses:manage.
