Incident Postmortem from Alert

Generate a structured postmortem for the highest-severity alert on a given port. Collects timeline from ClickHouse readings + PostgreSQL alerts, aggregates affected GPU/Job impact via simulate_failure, then calls ai_agent.generate_postmortem for narrative + 5-whys + action items. Returns a JSON postmortem suitable for retrospectives.
