Ingest NCCL Inspector Events

Accept NCCL Inspector JSON events (per-rank per-collective bandwidth/duration). Events are persisted to ClickHouse hikari.nccl_events for later correlation with optical telemetry. Expected payload: {"events": [{"ts", "comm", "rank", "node", "collective", "count", "duration_us", "bw_GBps", "job"}, ...]}.
