Checkpoint-Aware Micro Windows

Computes per-job next-checkpoint micro windows. Each running job is assumed to checkpoint every checkpoint_interval_min minutes (default 15). The micro-window is the 3-minute slot immediately after the next checkpoint — replacing optics there minimizes rollback cost (only ~3 min of work is lost vs interval/2 average). Returns per-job upcoming windows within the next N hours.
