Generate Diagnosis Report

Run auto-diagnosis on a specific port. Analyzes 24h history, identifies root cause (thermal/connector/hardware/coherent degradation), calculates topology impact, and recommends actions. Requires 'diagnosis' permission. Request body requires 'switch_name' and 'port_name' fields. Reports are persisted in PostgreSQL for later retrieval.
