document_templates

Stream a template's bytes so the Vault can preview it like an upload

Profile-scoped like the sibling routes: the template must belong to the caller's active profile OR be a Fed10 default (profile_id NULL). Unknown ids and other profiles' templates answer the SAME 404 as delete — existence never leaks across the tenant boundary.
