Get all tracked (starred) bills with enrichments and optional filters

Query parameters:

  • product_id: UUID or "none" for unassigned
  • label_ids: comma-separated label UUIDs (OR logic)
  • origin: "fed10_surfaced" or "manual"
  • has_update: "true" or "false"
  • jurisdiction: state abbreviation (e.g., "CA")
  • group_by: "product" to group bills by product
  • limit/offset: optional fast-window pagination for ungrouped lists
